I just tried that unsuccessfully:
"The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance."

Which application are you trying to install?
Which version of the application is it?
Have you contacted the developer to find out about Windows 10 support?
Did you download it from the Internet or are you running setup from a DVD or USB media?
Unregister Windows Installer, and then reregister Windows Installer. To do this, follow these steps:
1. Press Windows key + R 2. In the "Open" box, type msiexec /unreg, and then press ENTER. 3. Press Windows key + R 4. In the "Open" box, type msiexec /regserver, and then press ENTER.
also try:
Press Windows key + X
Click Command Prompt (Admin)
Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /RestoreHealth
If its a digital download, download fresh copy then try again.
What type of Internet connection are you on, wireless or wired? If you are on a wireless connection, try switching to a wired connection and attempt the download.
Press Windows key + X
Click Command Prompt (Admin)
At the command prompt, enter the following command, the hit Enter
ipconfig/release
then
ipconfig/renew
then
ipconfig/flushdns
exit the command prompt
Press Windows key + R, type: %temp%
Hit Enter
Delete contents of the temp folder
Restart your system and try downloading again.
If the problem persist, try resetting your router if you are connected one.
Power down the router, disconnect it, wait 10 mins
Reconnect it, power up again
Reconnect the Ethernet cable
Try downloading again

Thanks for the reply. I went down this entire list and still getting the error.
The program im trying to install is Duet Display - http://www.duetdisplay.com/, and it is downloaded from the internet.
I successfully installed it on my desktop PC that is also running windows 10, but I'm still getting the same error when trying to install on my laptop (Lenovo X1 Carbon)
I emailed the developer to see if they had any thoughts
